I am using version 1.47. I am on the powers tab. I wish to lower the running on a package I am creating (Dwarf). HD does not allow me to give lower the amount of running. Workarounds?

You need to use the Characteristics tab. I know, this doesn't let you build it as a Prefab. Your workaround is to build the package as a character and save it, then when you want to build a character with the package, just open the "Dwarf.hdc" and do a "Save As".
I think Dan said it might be changed in V2.

It won't be changed in v2....there's simply too many issues surrounding it.
It's easy enough to figure when all of the Running is just purchased "straight", but that's not always the case.
If someone purchases Running with Limitations and then goes to sell off Running, the system can't allow them to sell off all of it....the Running with the Limitations has already been discounted and it would be a violation of the rules (spirit, if not letter) to allow a sell-off of that Running. Get into multiple purchases, each with differing modifiers, and the situation gets out of control very quickly.
Which is why HD's treatment will be remaining the way it is.
The use of a character file with the possible combination of a prefab (as mentioned above) solves this problem quite nicely. There's little difference between going "File -> New Character" and "File -> Open Character".

Basically then I will have a note in the package and hope/ensure that the person that takes it deducts 2 inches of running and does not exceed 8 inches.

As another alternative, you can create a custom template which sets the base value, the max value, etc. for Running. The options are open.
