I have an Angel character named Seraph and I want to give her a power/ability that is like the AD&D spell Truestrike. Truestrike gives a +20 to hit bonus for 1 round in D&D. I was hoping to make something like the spell for her say +5 or 10 OCV for 1 phase that is only usable 1 time per day for example. Any idea how I would build this in HD3? Would it be a skill or a power and how would I add in the limitations of charges and limited usage?

You can build it as either a Skill or a Power, whichever makes the most sense to you. You add Limitations to CSLs just like anything else in HD: you click the "Add Modifiers" button.

The only thing to really be aware of is that, according to the rules, you can only add Modifiers to a CSL of 5 points/level or greater.

Thanks for the reply. If I built it as a power, would it be a Hand to Hand Attack? It sounds like it would be easier to build it as a Combat Skill level. What are your thoughts on that?

naked modifire area effect 1 hex 1 charge on what ever you want
at range hex defends at 3
adjacent it defends at 0
you just have to wait till the target has done their action the smite them as they have no action to abort to

When I attempt to add a limitation to the CSL that I chose, the only option I get is a custom adder. No Add Modifier button is visible. Does my HD3 need an update?

Try making the window larger. You may just not be seeing the button.

Either that or he's not paying attention to what I said above and is selecting a CSL of less than 5 pts/level.

Only CSLs of 5 pts/level or greater can have Modifiers assigned -- the "Add Modifier" button will not appear until a CSL of the appropriate type is selected.

Yes, make it a Combat Skill Level - in the Powers section it will be found under Skills on the Powers List.

As Simon said - it must be a 5pt or great CSL to have any Modifiers placed on it.

I was not aware the button would appear like it did once I chose one with enough points. Thanks for the help everyone!

Too late to help, but since I saw you only had four posts and no one said it, I figure a "welcome aboard" is in order.
