What if i'd like to build a variant of cloud form which allows a very slow flight but no running mode ?

Cloud Form:
Desolidification (affected by wind, fire or cold) (40 AP)
Cannot Pass Through Solid Objects (-1/2)
Total: 27
+
Flight
1" (2AP)
Linked to Desolidification (-1/2)
Total: 1

+ How to forbid running ? (thus only flight 1" would be possible)

maybe a 5 Pt Phys Lim "Cannot Run While Desolid"

or a Limitation on Running that prohibits its use while Desolid (value up to you and GM, possibly -1/4 since your Flight is so low as to not replace it as a movement).

But do you agree that the character will have to buy off this limitation (or disadvantage) as soon as his cloud Flight would be equal or superior to his normal running mode ?


Buy 1" of Flight with "No Non-Combat Movement -½". Running is usually defined as Non-Combat movement, so it should work the same for Flight.

I don't see where Running is defined as Non-Combat mvmt. :confused:
As far as i understand it Running (or any mvmt mode) is basically defined as a combat movement (6" = 6" of combat mvmt) while Non-combat movement is a multiple (default X2) of this combat movement (with some tactical side effects like OCV reduction and the like.)

IMHO the consequence of a No Non-Cmbt Mvmt on Flight would only mean that the character cannot flight at 2X his combat mvmt Flight velocity (= 2")

Yep, Lockout sounds like the way to go. :)

(Also, you might consider bumping the Flight up to 2" if you intend the character to be able to Half-Move. Per the rules FAQ, you can't Half-Move with a 1" Movement Power.)

sell back normal running and place both flight and running in a mulitpower
that way you can only use 1 or the other
maybe add a bit more to flight if there is a wind going your way

The original question has been answered (take your pick, physical disadvantage, Lockout Limitation, or Side Effects limitation) so I wanted address this.

I don't agree that the limitation has to be bought off if Flight is more than running. I think not being able to run, has disadvantages still. Flight is visible by 3 senses, flight has a turn mode, where running doesn't.

I don't see where Running is defined as Non-Combat mvmt. :confused:I meant running in the colloquial sense; not in the Hero sense. IOW, running full speed to get from Point A to Point B as quickly as possible without regard for combat or combat values.

Yes but flight is a 3D mvmt mode. I think this is worth the turn mode limitation. In fact i even think that 3D+turn mode is still better than 2D without turn mode.

And the increased points balance that out nicely (costs 20 points for 10" of Flight vice 8 points for 10" of running)
