Follower Question

When caculating the cost of a follower does the follower get value for his disadvantages? For example if I'm buying a heroic normal at 75+75 and spend a total of a 150 points on building him do I just pay for his base or do I pay for the points he got from disadvantages too.

Basically when I buy a 75+75 character as a follower do I pay 15 points for him or 30?
