Is there any place in the published books where a "smog elemental" is given more than a mention saying that such a thing could exist? If so, where?

If not, how would you build one? (Presumably as an Air Elemental with additional powers....)

The only place I know of with actual HERO stats for a Smog Elemental is the Fourth Edition sourcebook, The Ultimate Supermage Bestiary. The chapter on Elementals includes not only the four classic elements, but also elementals of ice, lava, mud, smoke, lightning, and plastic, as well as suggestions for how to define new elemental types.

I suggest using the smoke elemental and simply changing it's name.

Sorry I wasn't clear. What I meant was that the book has full writeups for all those elementals, plus a Smog Elemental. It does have qualities similar to the Smoke Elemental, but has more physical strength (from denser composition) and is more toxic.

I think that's probably where I saw it. I was hoping for published 5th Edition stats (it's for a Haymaker! article).

I guess I'm back to the tactic of "start with an Air Elemental and do this to it."

Ah, I think I see. For a shorthand description in the article? Like, "For a Smog Elemental, use ___ from page __ of ___?"

If that's the case, using the 5E HERO System Bestiary as a reference, you would get a good approximation of the Smog Elemental from USMB by taking the Air Elemental write-up on pp. 70-71, and adding the "Foulness Demon Powers" template from p. 55 for its noxious fumes, corrosiveness, and denser composition. Minimal fuss. :)

For anybody wondering, I found what I was originally looking for -- the Smoke Elemental from Digital Hero #2.

I'll be darned, I didn't even remember a Smoke Elemental was in there. :o Not quite a Smog Elemental, but certainly easy to adjust.
