There is a mention that Eurostar recruits a German brick named der Westgote, but I havent been able to find a writeup for him.

I have gone through News of the World all of the villain books and Champions Worldwide but am not having any luck. Does anyone know where/if he is written up.

He should be in Champions Worldwide. He also appears in Evil Unleashed with a more accurate illustration.
