"plus"?

Exactly what does the "plus" mean in power descriptions? Are there any special considerations when "plus-ing" two or more powers?

Typically it means the two abilities described are Linked, but it just might mean they're bought together for some reason (typically to save space and keep like items, such as a rifle and its scope, together). It's purely descriptive.
