Does anyone here designed smaller elementals than the ones in the monster compendium?

I'd suggest taking a look at the Spirits in Monsters, Minions and Marauders. Slap the proper package on there, and you're good to go.

Here's one of my lesser elemental form, you can slap on more combat abilities, change the element, play around with it. Instead of desolid, I went with Physical Resistant 50% and Regeneration including limbs.

Thank you both for the advice and the monster template. :)

The Valdorian Age also has elementals that are less powerful than those in the Bestiary. I think there are two of each element, running at about 200 points each.

Oh, if you need her to be a monster:

Add about +15 STR and +3 OCV with Grab. And a Psychological need to drown men.
