Ok I am trying to make a power that allows my NPC to catch an object and throw it back at any character using reflection, however, I would like it to cost an action and be executable whenever my npc wishes. Basically i want reflection to move from a 0 phase return attack to a 1/2 phase return attack. If that makes sense. Also at the same time, if the character catches multiple items thrown at him from auto fire I still want him to be able to throw them all back at the attacker. I am not sure if i can actually do this already in the power or not. or if I should just discount the reflection adder for the action cost.

My suggestion would be to figure out how much more useful this makes the power and apply an appropriate advantage. Since the character could decide when to throw the objects back and needs to do it as a half phase action I’d say that would work out to a plus one half advantage. You might also need to add a Naked Advantage to allow him to autofire the items back from an autofire attack since he would be doing it in a different phase than the original attack.

I like to apply Delayed Effect to just the Reflection portion of the power for that, but the approach may not fly with all GMs.
