It might be a good idea to rescale movement so that the listed number of inches is how far you move in a half-Phase action rather than a full-Phase action.

My experience is that half-Phase moves are more common in play, at a scale where distance is being carefully tracked. Also it eliminates the imbalance in value between the even and odd inches of movement, it may help to simplify endurance costs for movement, and it may allow finer differentiation in the costs of various movement powers.

(I posted this as a new thread because it's not clear to me whether this is a powers, combat, or general issue.)

This won't be practical if the scale is changed from 1 hex = 2 meters to just free-form 1 meter scale. If that happens, most movement will become 1m of Full Move for 1 point.

Besides, to many of us the "imbalance in value" between even and odd inches is more of a "feature" than a "bug." That said, there may be some benefit for the game in finding some special bonus one gets in having that extra inch, from odd to even, that one doesn't get from the inch going from even to odd.

Oh, and I'd make this a "Powers -- General" matter.
