Just a quick question. This manuever gives a +2 to OCV, is this the actual bonus or is it only there to counteract some of the negatives for aiming for the legs?

It's an actual bonus. Think of the name of the maneuver as just a "special effect" -- it doesn't require the character to target the legs, nor does it suffer any particular penalty or bonus because it chose that name.
