I am making a character who has massive scarring which reduces his/her (haven't decided gender yet) COM to 2. But when wearing costume, almost no exposed skin is visible, so there is no way to see the scars.
For the disadvantage "Distinctive Features" I can see how to cost it, it counts as "easily concealed."
But what should the cost be for COM?
Must the full -4 be modified to reflect that his/her ugliness is not apparent when in costume?

That's really a campaign issue to be worked out with your GM. If the character spends most of his time in costume, buying it down may not be necessary, the DF may suffice. If there's lots of out-of-costume adventuring, then you'd definitely want to buy it down.
