Another wierd one.
Zone of Silence, a spell which stops any sound from being made inside an area.
I thought perhaps, change enviroment but was not sure about the level required. What do you think? I would imagine that this would be quite powerful as it stop any spellcasting in that area.

Darkness vs Sound is very powerful in a fantasy hero game where incantations are required for spellcasting, just as an Energy Blast defined as "Sunlight" is very powerful in a setting where Vampires with a vulnerability to sunlight are common. It's a function of the special effects, limitations, and disads involved.
It is sometimes reasonable to pump up the cost players pay for an effect or special effect that you feel is unballancingly effective in your current setting; that's really what NCM is all about.

Either the cost of darkness vs sound needs to increase, or you need to give a greater limitation for Incantations if the Darkness will be common. Depends which way you look at it.
Dispel is much more common in fantasy games, since Magic will be so common and I can target magical effects rather than a specific power. No one talks about increasing the cost of dispelling magic in Fantasy Hero, but it is much more useful.

just make it as costly as a targeting sense and 'viola' you are done.
After all this is a part of the "target the spellcasters" game....

Probably fair - the hearing sense dopesn't become targetting, but the ability to block (most) spellcasting is as good as the ability to blind (most) targets.
It's not a big cost increase, of course.

Well ... actually, I'm not sure any costs need to be monkeyed with ... while most wizards aren't physical combatants, they'll probably be able to move far enough away from the Darkness in a half-move to still be able to use Incantations (unless it's a small room, or something). Anything they've already cast with Incantations at 1/4 will stay up. As a least common denominator solution, the party fighter can wade up and deck the enemy spellcaster so it drops.
Admittedly, how useful any of this is depends a LOT on the situation. In a wide open field, it's not that useful (unless it's Useable As Attack and lingers on the target), but in tight quarters, it's useful. On the other hand, in quarters that tight, you risk tagging yourself with it.
