Leaping and Swimming as is in 5th edition aren't quite appropriate for heroic games. Running isn't far off.

I would like to see NCM jive with World Records. Superheroic games wouldn't be impacted by this, but I believe it would really help for heroic games.

Assum that pro athletes simply can't afford 5 SPD and so are SPD 4.

NC Running is 10m/s = 30m/phase (Bolt, 9.69 100m)
NC Leaping is 9m (Powell, 8.95m long jump)
NC Swimming is 2m/s = 6m/phase (Phelps, 1:42 200m freestyle)

So, max combat move would be

Running 15m/phase
Leaping 4.5m (per phase)
Swimming 3m/phase

My suggestions:

Swimming base 0m, cost 1pt per +0.5m, NCM 2m
Leaping base 1m, cost 1pt per +0.5m, NCM 3m
Running base 8m, cost 1pt per +1m, NCM 12m

This does a couple of things. Heroic movement is a bit more realistic and manageable. Each of these could have a 5 point Adder "Superheroic Movement" which doubles the base combat move.

Anyway, that's what I would like to see. Since I play mostly heroic games, I always struggle with a 15 STR athletic character being able to leap 12m, or a SPD 4 runner (10" of movement) running a 7.5 second 100m dash, or a swimmer with 5" of swimming doing a 15 second 200m freestyle. I know the game is not a simulation, I would just like to see things a bit more in line.

Heroic DFC is rarely beyond 2-4m.

As I was thinking it through, I actually had a brainstorm.

Get away with move per phase altogether. Purchase move per turn.

Assuming that "pushing" accounts for 20% of world record movement, we get.

Swimming base 0m, NCM 4m, World Record 10m (buying 6m over NCM)
1 pt = +1m

Running base 24m, NCM 36m, World Record 50m (buying 14m over NCM)
1 pt = +2m

Leaping base is 1m, 1pt = +0.5m, NCM 3m, World Record 4m (buying 1m over NCM)

The most you could move in a single phase is your movement/SPD. That can be either combat or non-combat movement as appropriate.

To have realistic heroic-scale movement, Swimming should cost more END per meter than Running, and NCM movement should cost more END than normal Movement.

In comparing with world records, it is important to remember that characters can Push their movement abilities. I assume that sprinting uses Pushed Running. A better measure for NCM Running is the 4-minute mile, which translates to 80m/turn, or 20m/phase for SPD 4.
