When buying Usable Simultaneously, does the owner of the power count when doubling the number of targets? In others word, is it:

+1/2: Character + 1 person
+3/4: Character + 2 people
+1: Character + 4 people

or

+1/2: Character + 1 person (2 total)
+3/4: Character + 3 people (4 total)
+1: Character + 7 people (8 total)
