Speed Zone in a Multipower

Extra-Dimensional Movement is Instant but the Speed Zone has to be maintained. Can a character, which has bought Enter The Speed Zone power through a Multipower, change the slot and still be able to maintain the power (because the power is Instant), or would that require applying the Uncontrolled Advantage (because the power is Constant)?

Since the whole Speed Zone thing is entirely optional, your GM can do with it whatever he wants, but as a default it can't be bought in a Power Framework. It's effective enough as it is; I don't think characters should be able to buy it for just a few points.
