Is Recovery a "physical" action?

I asked this in the regular discussion forum, but would like Mr. Long's opinion on the matter...

If a character has add'l speed with the lim "only for mental actions," can he take a Recovery in a phase where he'd only be able to act mentally?

Or, for the sake of the game rules, is a Recovery considered a "physical" action?

That's up to the GM who allowed the Limitation. I personally would say "of course not," since taking a Recovery is not a "mental action."
