Penetrating Telepathic Communication

If I have a character with 2d6 of Telepathy (Communication Only) with the Double Penetrating Advantage, will this allow the character to mentally communicate with anyone with non-double-hardened Mental Defenses regardless of the roll of the dice? Or do I still need to roll greater than the target's EGO to establish communication?

If applied to a continuing-effect Mental Power, Penetrating guarantees that a certain number of points of effect will always be compared to the target’s EGO to determine if the character achieves his desired effect. It doesn’t reduce the amount needed to achieve a given effect, or guarantee that a certain level of mental contact can always be achieved. In this case, yes, you still need to get a number of points of effect greater than EGO to establish communication.
