How does one get the "Expert" Skill Enhancer in HD3?

I'm using build 2008071012; which so far as I know is the most recent update.

There's build 2009040308 from April 2009 that is more recent.

However, it does not have Expert Skill Enhancer either.

But the good news is that it is remarkable easy to simulate.


Create a list named something like "Expert: Appropriate Field"
Assign a Common Adder of -1 to the list.
Add the Skills to which you want "Expert" to apply to the list.
And that's it, you'll have a list similar to other Enhancers with the -1 automatically applied to all of the skills in that list.

Rod's got it -- there really weren't any hard and fast rules to wrap around the Expert Skill Enhancer.....creating an entry for it in HD would have created more problems than it solved, particularly when there's an easy way to "roll your own"
