What sort of powers would you assign a gadgeteer villain with this particular title? They only have to be thematic not logical since his "gadgets" are just psychological props for psionic trickery driven by a very deranged mind.

A Flash consisting of squirting condiments into someone's eyes is obvious. (And its what Batman: TAS's Condiment King used)
An NND or characteristic drain based on CON consisting of a contact or inhaled poison in a condiment container.
Lubricant on the floor.
A Sticky Entangle.
Nitroglycerine ketchup
Relish amoeba
Napalm hot sauce

Pepper spray, a major Flash of long duration.
Lots of floor lubricants, as already suggested, cheap Change Environment or maybe Entangles.
Very corrosive acids, labeled "Distilled vinegars", probably HKA's.
Emetics ("Mayo gone bad"), which in HERO terms would be Drains on physical characteristics
Splattered sauces, again, just the sfx on Flash attacks of short duration

Uh...I would give him running. And lots of it. Because for every person who loves a condiment, there's someone who wishes to eradicate it from the earth.

I see this character from Batman: TAS is a popular one. A couple weeks ago, Condiment King showed up in an episode and used regular ol' mustard and ketchup. Hey, it was fun... and mustard stains superhero costumes!
Just take a pinch of some of these suggestions and flavor it with a smidgen of some other suggestions.
