Can a device that cases someone placed inside it to shrink or grow between two set sizes as long as someone outside the device is operating it be bought as a part of a vehicle or base? What limitations and advantages would be required to make it fit within the rules?

This is designed to work so that normally giant-sized humanoids can be shrunk to human size and then grown back to their normal size when they get back from infiltrating the human base.

As long as the GM allows it, that seems reasonable to me. I don't know that it would necessarily require any Power Modifiers; it would be like the teleporters described in SH and TUV -- something that affects personnel, rather than the Vehicle itself.
