Hello Steve,

I got a quick question. in FRED on pg. 399 you give a caveat about martial arts may not be able to damage certain things regardless the dice resalts. Now I agree heartily.

My question is - if I wrote this up as a limitiation (so as to distinguish between normal martial artisits and say mutant martial artisits.) I figure it would be a physical limitation, but how much would it be worth?

Physical Limitation is a Disadvantage, and you can't give Disadvantages to Skills, Powers, or similar game elements.

If you bought Martial Arts as a Power (via the Skill Power), you could perhaps take a Limited Power Limitation to do what you're describing, or you could get the GM's permission to put the Limitation on a straight-up Skill. As for its value, I'll leave that up to the GM; personally I'd just impose it as a campaign ground rule and not grant a Limitation for it.
