I'm sorry, I phrased my initial question poorly. What I wasn't clear on was what exactly the difference is between the "partial" Discriminatory base Human sense were described to possess and full Discriminatory which requires points. I didn't see anything in the book covering this area. I recently had a character who's Normal Senses were all upgraded to full Discriminatory.

Well, I'm not sure I can explain it to any greater extent than I do with the examples given in the rulebook. Perhaps the best general way to phrase it is this: could you, personally, determine a "partial Discriminatory" fact using your own Senses?
For example, by feel alone you can tell a dollar bill from an ordinary piece of paper of the same size ("partial Discriminatory"). But you can't tell a $1 bill from a $20 or a $100 (that requires full Discriminatory for Touch).
