Does applying the "Usable Against Others" Advantage bar your character from personally using the power it is attached to?

I'm not sure what you mean by "Usable Against Others"; that's not a standard game term.

If you mean Usable By Other/Usable Simultaneously, as stated on 5E 176 and the Rules FAQ, the character can use the power on himself.

If you mean Usable As Attack, as stated in the Rules FAQ, no, he cannot then use it normally on himself.
