All or Nothing

Could the "All or Nothing" Limitation from the Transform Power be reasonably applied to Drain or Suppress in order to achieve the effect that if the Power doesn't bring a Characteristic to 0 or less, it has no effect at all? If not, then how should this be done? -- Pteryx

Assuming the GM allows it, sure, you could do that. The GM might want to adjust the value of the Limitation depending on the circumstances.
