If someone has a bunch of overall skill levels as a power that he can activate, with an RSR limitation attached, once he passes the skill roll he has access to those levels. Does he have to pass another skill roll every time he wants to reallocate those levels? What if the levels are constant rather than persistent, i.e. they also have a costs END lim?
