I'm creating a character that has the unusual distinction of falling in between Multiform and Shapeshifter . His powers are imbued by a special amulet ...its a lonng story . Any way , just wondering how to rectify this situation to make a fair but powerful character without his sanity going for dip into the Twilight zone .
Any ideas out there ?

More details might be good. The two Gold Standard methods for making flexible multiple form characters are:
1) Shapeshift and a MP or VPP to reflect powers available in each form. Simple and fairly easy to control for the GM, a bit limiting for the player but not excessively so.
2) Multiform either in a Multiform only VPP or just out there on its own with 16 or more forms available. Complicated to write up, but can simulate just about any shapeshifter.
Why won't one or the other work for your character?

Need to know more about the character.
Offhand, if only the character's Powers change (not Characteristics or Skills), then you could just buy Shapeshift and a VPP.
If everything about the character changes, including Characteristics, Skills and even personality, you're better off with just buying Multiform with plenty of extra forms.

Good rule of thumb: if the skills or disadvantages change, you're looking at a Multiform. If the powers change, you're looking at a VPP or Multipower.
