Maybe I'm doing this wrong but if so what is the right way to do it. I am trying to modify the costs of characteristics by modifying a template (which I understand is the way to do it). So I open my template in a text editor and modify the "multiplier" field in the characteristic I want to change. But this has no effect when I try to create a character with this template the cost has not changed. Am I changing the right field? What should I be doing?

At a guess (without seeing the file), it sounds like you're changing the CHARACTER section of the template, which contains pre-defined starting data for characters that use that file. The template definitions are contained in the TEMPLATE section.
MULTIPLIER is used to specify the cost multiplier on a particular ability -- it has no impact whatsoever on the basic setup of the ability and will only affect pre-purchased constructs.

Your guess is pretty much exactly my mistake. After a bit more homework I figured out what I was doing wrong. Using the built in superheroic and main templates as a guide I figured out how to modify the cost of a characteristic. What I still can't quite figure out though is when creating a template from scratch, how do I specify the starting base points and complication points for a character? Generally there is a lot of information contained in the template that is included when I create the template from within HD but when creating the template from scratch I can't figure out how to include that information and still have a template that HD recognizes.
