telekinesis and physical manifestation

As written, telekinesis has no cause and effect to it. But if I use this power as a whip, instead of stretching (because I want the str to be independant from the character), and I added the limitation of physical manifestation, does that mean then the push/pull effect then happen? Thanks in advance.

No it doesn't. If you want that sort of thing, you should look into using Stretching instead, or perhaps work with your GM to devise a custom Adder or Advantage for TK.
