Differing Modifiers Partial Use

If I have a Differing Modifier power to grant 20m of Running, can I use it at half power to only grant 10m?

Hmmm, interesting question.

No. A power granted through any form of Usable On Others has to be granted in full as defined; a character can’t decide to grant only half of it. In the case of a Usable As Attack power he could decide not to use all of it on the target if that’s possible (e.g., Teleportation 40m UAA used to Teleport someone only 15m), but that’s not the same thing.
