Never mind, it loads properly when applied to a character.

That's correct, because a Prefab is not a character. Until the ability is assigned to a character, it sees 0 Base Points and 0 Disad Points on the "character" and so uses the 1-1 rule.

Once you assign the ability to a character (i.e. use the prefab), the cost will be calculated as appropriate for that character.
