Does a power with the Uncontrolled Advantage on it have to be uncontrolled? In other words, can the character pay the END cost as a Constant power and then decide to place an END pool into the power at some point, making it Uncontrolled?

An example would be a mage spell to create Resistant Protection. The mage maintains the spell for several phases and then pumps END into the spell to maintain it for a few more phases.

That's not possible. The Uncontrolled Advantage exists for just such a purpose; if a character could do that whenever he wanted, there'd be no need for Uncontrolled.

That being said, as always the GM can decide to do whatever he wants. If he wanted to say, for example, "In this Fantasy Hero campaign all attack spells are automatically Uncontrolled for free," he's well within his rights to do so. At least in that particular case the benefit applies to everyone who can cast spells, not just one person. OTOH the warriors and rogues might get a little miffed. ;)
