Building a Champions character with Gambling +2 (7 points). To do this right now, I have to choose 3 points worth of categories so that the base cost will be 3 and the point increase cost will be 2. There should be a way to "turn off" the special Gambling stuff.

Ummm...that's not "special Gambling stuff"....that's just the rules per FREd.

I think it should work the same way as with Computer Programming. The base cost is 3 for the rules as per 5th Edition, but if you want to use the Star Hero rules additions you have that as an option.
For CProgramming it works either way. The default seems to be 5th Ed rules.
...Yup! Just checked it out. It's a 2/2 skill by default, and you can add the options if that fits you game.

FREd, page 40:<blockquote>Characters buy Gambling in categories. Each category costs 2 points; individual subcategories (such as Poker) may be bought for 1 point each. The base roll with all categories and subcategories the character knows is (9+(INT/5)) or less; +1 to the roll for all categories costs +2 Character Points.</blockquote>
Regardless of how you <i>think</i> it should work, HD is having it function the way it is stated in FREd.
Yes, Computer Programming and Systems Operations are different. They were only expanded out into the category-based Skills in the supplements. As such, the user has the option of using the default (FREd) rules, or using the supplement rules by selecting categories.
