Hello!
I tried adding Persistent and Inherent to Images. They are listed as unavailable, because you can only apply them to powers that cost END. However, images do cost end, as reflected properly by HD when creating the power.
So, something is being lost when selecting these types of power modifiers (mods which can only be applied to powers that use END) with images.
