The text states that if a Naked Advantage includes Reduced Endurance then the NA doesn't cost END, but it doesn't specify Reduced END (0 END).
Does a Half END or Costs END Only To Activate NA cost END?
Can I make a NA 0 END with a +1/4 version of Reduced END even if the power the NA modifies is already 0 END?

I think you may be misreading the text, so just in case I'm going to answer broadly.
The text states that Naked Advantages cost END. The one exception to that is a naked Reduced Endurance Advantage, which costs no END. The text doesn't differentiate between the two types of Reduced Endurance; either type costs no END as a Naked Advantage.
If a character wants to make a Naked Advantage (other than Reduced Endurance) cost no END, he has to buy the Reduced Endurance Advantage for it. If he buys the 1/2 END version, the Naked Advantage costs half END. If he buys the 0 END version, it costs no END.
