I was looking at the vehicle size table, and noticed the OCV bonus column. For a moment I asked myself why isn't it a DCV penalty. Then I realized that as an OCV bonus, it doesn't get reduced when the target id at 1/2 DCV of 0 DCV.

This made me think. Characters should be buying OCV penalties - or selling OCV bonuses, rather than DCV to represent being a different size to normal.

I have come up with a quick figure of 10 points per OCV penalty.

Is there any real problems with this idea?

There is some discussion in the section about calculating CV that might be relevant. I always apply modifiers due to size AFTER halving myself. Makes things a lot more consistent IMO.

All CV bonuses and penalties should be expressed as a number you add or subtract, never as an absolute (0) or a divider or multiplier: dividers hurt more skillful characters more than less skillful ones, which seems odd to me.

the OCV penalty would be bought by the target, (as opposed to DCV bonuses) so that it would still be in effect when the target it at 1/2 DCV or 0 DCV.

makes sense
a big creature should be easier to hit than a small creature regardless to whether or not it's moving
the inverse applies to hitting a stunned fly with a bullet

I usually apply levels before the 1/2 DCV penalty

casual strength should be -20

I agree with this in principle. But consider, that this might be the only way to get an unhittable character, well hittable. Another view point about the lower skilled doesn't get dinged as much as the better skilled could be reflected in the fact that if you only have a little skill, then you can only really lose so much. (Am tired, so this makes more sense in head than screen.)
