What is the appropriate negative value for a Limited Power (6E1, p. 382) in the Champions Universe that applies to a killing attack, blast or drain that “only affects beings with minds” (no machines, etc.) akin to the description in the entry for Mental Blast. Similarly, what would be the value of the limitations “only affects machines” and “only affects ‘thinking machines’.”

I am attempting to design various telepathic and cyberpathic attacks in a Champions Universe campaign. Although most of the basic advantages and limitations utilized to conceptionally transform a basic drain, killing attack or other power into a mental attack (e.g., ACV – OMCV against DMCV, Line of Sight, AVAD – mental defense or resistant mental defense, No Knockback, etc.) are clearly delineated in 6E1, 6E2 and the APG, values for the above Limited Power examples are unclear.

Setting values for things like that is really up to the GM. Even within a defined campaign setting like the CU, one GM might use robots a lot more than another one would, which would affect things.

However, generally speaking, for the first one, basically this is the Psionic Limitation from p. 82 of TUM, which typically has a value of -1/2. Only Affects Machines would probably be about the same in a modern-day campaign; Only Affects Thinking Machines depends on how you define "thinking" but is definitely going to have a higher value.
