Okay, so, I was sort of right. Lists are one way to handle characters with martial arts maneuvers that can be used armed and unarmed. The result is a bit clunky and can take up a lot of space on a character sheet. The character I experimented on has around 45 points in maneuvers, covering Tae Kwon Do and Jiujutsu. 11 manevuers total, 5 overlapping between styles, 3 of which can be used either armed or unarmed. It is ugly, but it works.

Start with a master list of all of the maneuvers that the character knows. It does not need to be a Hero Designer List list, but it may be more convenient for some characters that way. Mark all of the maneuvers unarmed, the default. Characters will usually have more unarmed maneuvers than armed maneuvers (dodge, block, escape, etc). If a particular character is different then reverse it. Create a real Hero Designer List list for maneuvers that can be used armed. Copy the maneuvers from the master list into this List. Mark all of these maneuvers as armed. Finally, set a Custom Adder on the List equal to negative the total cost of all of the maneuvers in the List. If you have 13 points of armed maneuvers, set the Custom Adder to -13.

I'd still like to be able to apply Custom Adders directly to individual maneuvers. It would make this trick that much cleaner. I think that this would be useful for characters with different styles with overlapping maneuvers with different names in TUMA.
