I have a question maybe you can help me with. I have a character who uses Telepathy but can only use it to find a person's greatest love or worst enemy. She then uses mental illusions but can only create an illusion of whatever image she pulled from the persons head with her telepathy. So my question is, how much of a disadvantage would this be?

that's a complex problem dependent on two extremely limited mental powers.

That's not a Disadvantage at all. I'm assuming that you mean Limitation? A negative modifier on the cost of a Power?
I'd probably be running in the -2 Range on the Telepathy and maybe -1.5 on the Illusions.

Mental power are very generalized
and often have to create limitations to simulate effects characters want.

I'd slap a -2 limitation on each power. It may be a little high for the mental illusions, but I've learned not to sweat it, and symmetry has its own appeal. So long as its in the ballpark overall I'd go with the flow.

I'd agree that these powers are highly limited and -2 seems reasonable. A lot of the versatility of both powers is sacrificed.
