The modifer variable limitations is not being calculated exactly according to the rules per FREd.
The text says
The character selects the value of the Variable Limitation on a Power. Each time he uses the power, he must define Limitations with <i>twice</i> that value. Thus if a Power has a -1/4 Variable Limitation, the character must find a total of -1/2 worth of Limitations each time he uses that Power.
However, Hero Designer figures the values in the other direction. It takes the value of the applied Limitations (i.e. those applied at the time of the powers use) and halves that to yield the actual Limitation value (the one that affects the Power cost). Because of the rounding rules, this does not match the rule as stated in FREd. It allows you to choose an applied limitation value of -1/4, and get a -1/4 actual Limitation value, which contradicts FREd.
To match the description in FREd, the user should choose the actual Limitation value, and the applied limitation value should be calculated from that.
