If a character has the Linguist Skill Enhancer, and wishes to upgrade his Everyman Native Language with the addition of Literacy, does he pay the 1 point? or does Linguist reduce that to 0?

The minimum cost of anything is 1 Character Point, so the Literacy still costs him a point.
