Custom Modifiers?

Perhaps I've looked straight past it, but I can't find any provision for defining and applying custom advantages or limitations apart from the Custom Adders feature.

Is this possible without directly editing the character template?

The Custom Modifier button has been moved to the Modifier dialog. Select Add Modifier from the ability's dialog to get the Modifier dialog.
