Fast Draw and Changing Clips

If a character has performed a half-phase action (eg a half move or a failed Fast Draw to draw a weapon) and attempts to Change Clips but fails his Fast Draw Roll (so that the Clip Change requires a full-phase), what happens?

Does he continue to change clips and his next action he completes the clip change and only has a half phase action remaining?

No, he's just wasted his Half Phase. If he wants to try again next Phase, that's up to him. He might figure he can't manage a fast clip change right now and decide to hit his enemy with a chair or something. ;)
