I was creating a telepath and uncovered a question I was not sure of the answer.
The H2H attack has the required limitation that it can only be used on top of strength.
The entangle immobilizes the character and prevents him from moving. An entangle states that unless an attack is innate or has an obvious focus it should be possible to use the attack against the entangle.
But, can a H2H attack be used against someone or something besides the entangle? Does the strength use requirement prevent it?
The question may sound silly but become more apparent when discussing the killing attack which has been chosen as a hand attack. The strength can be added but is not required to be.
So, can such an attack be sued to attack opponents within H2H range while held by an entangle if strength is not used?
Can RKAs be used in such a manner?
Could it depend upon the special effect of the power being used?
Specific example: The character I am creating is a telepath. He has a number of powers within a multipower and one of those is the ability to form a sword from his thoughts. It is a KA that is chosen as hand as opposed to ranged. Since the ability is not linked to the use of strength like an HA, I envision that he either a) wieild it with his hands or b) stand there and simply wield it with his mind. The power is bought with the Uses OMCV instead of OCV advantage (+0).
So, if he were caught in an entangle, could he use the weapon to attack targets (other than the entangle) within H2H range of him without adding his strength to the roll?
Is the use of OMCV instead of OCV crucial to this answer?
Could he do so if the KA were an RKA?
Would the special effect, or whether it is based upon OCV versus OMCV, matter to this answer for the RKA?
