If you purchase a power that allows you to use yuur str and range, thus allowing you to swing and hit someone a couple inches away, would it work combine with MA maneuvers or would you need to increase the cost for that?

I assume you're referring to Stretching (including Long weapons bought with Stretching to simulate their length). The rules for adding damage apply normally when a character uses Stretching to make HTH attacks at "range."
