Sorry if it wasn't clear - my confusion stemmed from the fact that I missed the movement limitations on pg 82. In the example given in the FAQ, would the character in question have +1" leaping since his points suddenly became worth half as much? I'm assuming that in a superheroic campaign, if a character buys NCM the character would pay 2x for movement just as if he's in a heroic campaign, correct?

If a character in a Superheroic campaign took NCM as a Disadvantage, the normal doubling rules, for Leaping as well as Characteristics, would apply to him.
How the GM chooses to deal with the situation described in the Rules FAQ is up to him. Halving what the character has already bought is one possibility; so is requiring him to spend Experience Points to cover the difference in cost.
