Reduced Endrance on other Characteristics

Per 6E1 217, Mental Paralysis (a form of Entangle) works against EGO, so that the target uses his EGO to break out of it. He spends 1 END to do so per 10 EGO.

Similarly, per APG 57, the same can be done with DEX, CON, INT, PRE, or sometimes other Characteristics (REC, END, or STUN).

Question, part one: Given the above, can the Reduced Endurance Advantage be applied to these other Characteristics?

Part two: Assuming the Advantage is allowed for these other Characteristics, should it be enabled in HD?

Sure, you could buy it for another Characteristic to avoid spending END in those situations.

I honestly don't give a damn whether it's in HD or not, though. This construct is so unlikely to occur that it's just as easy for those who want it to buy it using Custom Thingamajig.
