Variable Special Effect and Adjustament Powers

Is it possible to change the special effect of an Adjustament Powers bought with Variable Effect (pag.75 5E) through the Variable Special Effets advantage?

For example, I have Drain based on fire Powers, one power at a time (Variable Effect +1/4). Can I also take Variable Special Effect, and in fact increase the range of special effects that i can drain?

No. Variable SFX just lets you change a power's special effects, not its mechanics or the rules applicable to it.
