It appears that "Private Modifiers" on Variable Power Pools are not being factored into the final cost of the Control Cost for the Pool.
If I have a 60 point pool, HDv2 calculates the final cost as 90. If I add OAF as a VPP-only Modifier (Private Modifier) the final cost is still calculated as 90. If I add OAF as a Common Modifier the final cost is calculated as 75 points, which is correct -- except that I have OAF listed twice without complaint from HD.
