I am wondering if there is a way to alter the Base and Max for Heroic characters. I'd like to transfer some racial packages into Designer but as of yet I haven't been able to find the tab to do this.

There is no tab, but it's a pretty easy template edit, if you want.
You need to make a custom template. Just take the one that comes closest to what you're looking for and copy it (make sure you grab a current copy from the Free Stuff page). If you open it up in a text editor, the values to change in the characteristics section should be obvious (BASE for the base value).

Dan,
I altered the numbers in after the BASE tags, some up, some down others unchanged (trying to make a halfling template) upon trying to select my new template I kicked up this message.
Error loading selected template.
Error Message:
File Path:"Unconvertable UTF-8 character beginning with 0ax0 (line number may be too low)
Template has NOT been loaded

Sounds like you edited your template in Word.
Word/Microsoft have this nasty tendency to use their own characters for things like quotes and such. They call them "smart quotes"....which is ironic, as their use breaks a huge portion of apps out there.
The easiest solution is for you to edit the template in notepad or some other "plain" text editor.
Alternately, you can turn off smart quotes and similar "features" in Word.
